                        During World War I most passenger ships were sent to Russia and only a few of them remained in Riga on the Jugla Lake. Boat traffic was restored during the time of Latvian independence in the inter-war period, but it never reached the previous levels.
During the Second World War, a significant part of the infrastructure of Riga, including the port of Riga, was destroyed. At its restoration, the port's economic activity was gradually transferred from the city center to the areas with lower population density and, at the same time, closer to the sea. However, the Passenger port has still maintained its location.
